First issue 1929, Cat Bale: A.3a, dummy booklet. The booklet contains all pans of advertisements and blank perforated panes. There are some separations of the leaves, and some of the blank stamp pages are stuck onto the advertisement pans. Catalog value $3,000. Very scarce.                                                               

Dummy booklets, produced without actual stamps but with interleaving, served as promotional tools distributed to advertisers, post offices, and other relevant entities.
