1952 April Rate Shift: Israel to NY, USA Covers:  a pair of covers illustrating the change in international postage rates on April 1st, 1952, where the new rate is set at 220pr per 25 grams.  The State of Israel's official reused stationary envelopes  posted from the Ministry of Transportation and dispatched to New York, 
The first cover, posted on April 3rd, 1952, bears a mixed franking totaling 680pr, including 80pr 23rd Zionist Congress (Herzl) stamps (Sc. 51), tied in quantities of eight, and a 40pr Festivals stamp (Sc. 54), all canceled with 'Hakirya 3/4/1952' postmark.   
For the second cover, dated April 29, 1952, a mixed franking of 880pr is observed. It is properly franked with 500pr Negev stamps (Sc. 25), a 30pr Coins pair (Sc. 21), and an 80pr 23rd Zionist Congress (Herzl) block of 4 stamps (Sc. 51), all tied with a 'Hakirya 29/4/1952' postmark.
